This is an unofficial reference translation prepared by Greek Rental Compliance to help non-Greek-speaking owners understand their obligations under Article 3 of Law 5170/2025. It is not the official legal text — the original Greek circular and the law itself prevail in all cases.
In view of the entry into force of Article 3 of Law 5170/2025 on 1 October 2025, please note the following.
Under Articles 3 and 34 of that law, specific specifications apply from 1 October 2025 to properties offered for short-term rental. Subject to inspection are properties already registered — or to be registered — in the Short-Term Stay Property Registry kept by the Independent Authority for Public Revenue (AADE), holding a Property Registry Number (AMA). Specifically, these properties must:
Primary-use spaces serve the building's basic use and the stay of its users — bedrooms, living areas, kitchens, offices — with a clear height of at least 2.50 m (Art. 2 §95, Law 4067/2012, New Building Code). Auxiliary spaces (corridors, lobbies, staircases, bathrooms, storage, parking) are not included. Legality is proven by the building permit and/or planning regularisation.
Bedrooms must have natural lighting from external walls or roof, through openings ≥ 10% of the room's net floor area.
Bedrooms must have natural ventilation from external walls or roof, through openings ≥ 5% of the net floor area, facing a communal space, an uncovered part of the plot/building, or the open side of a semi-open space.
Air conditioning (cooling–heating, split or portable) is required at minimum in bedrooms, operating quietly and automatically. Where façade units are not permitted, portable units are recommended. Not mandatory for properties at an altitude of 600 m or above.
For every short-term rental, the owner must take out and keep in force a civil liability insurance policy for damage or accidents, with a legally licensed insurance company.
The register of licensed (re)insurance undertakings is published by the Bank of Greece.
Every property must hold a valid Installer's Declaration (YDE) certifying a residual-current device (RCD) or anti-electrocution relay.
One (1) portable fire extinguisher (dry powder or water-based) of at least 6 kg is required per 100 m² of gross area, for temporary accommodation (P.D. 41/2018). The extinguisher must be rated 21A–113B–C.
Autonomous smoke detectors must be ceiling-mounted, covering at minimum the bedrooms and kitchen.
Finally, the property must have emergency safety lighting at all exits, as well as escape-route signage.
Every property must hold a valid Rodent- and Pest-Control (Disinfestation) Certificate from a licensed company.
The first-aid kit must bear a label in Greek and English:
